Noel has naturally brown hair that he is told is beautiful and soft so he never changes it. He has light brown eyes that are all part of his charm, what girl can pass a boy with brown eyes. He has lightly tanned skin and a gorgeous smile powerful enough to make ladies swoon three blocks away.
So it is obvious that he knows he is attractive however he is scarred. He rarely wears singlet shirts or goes to the beach due to long scars down his back from past beatings. He also has a gunshot wound on the left side of his lower abdomen.
Out and about he wears what any other 22 year old would wear favoring a pair of black/ dark grey skinny leg jeans and plain coloured T shirts under flannies, cotton jackets or, in the winter, a battered old black leather jacket that used to belong to his older brother.
As a villain and functioning thief she usually wears a rather sleek black suit complete with a dark blue bow tie and dark blue full face mask with a black tear falling from the left eye. The mask is nothing special, just something he picked up from a costume store to make himself seem more memorable. He never used to dress like this but after he grew fond of theft he decided to dress up for the occasion. People usually only see him walking away anyway.

Noel is a case of the harder the look the less you see. His super name doesn't just apply to his power. For most of his short life he has been running, from his father, from the law and from himself. He doesn't like conflict and will avoid it at any cost, even just with simple arguments he will duck away and run off rather than face the issue. So he was running from his father to run from the truth, that he is special (he never wanted to be). Running from the law for his life choice to be a thief and running from himself because of his own abilities and his hatred for them.
Since he became an orphan he has been tossed around from city to city being left on the porch because of his abilities. Now that he has found a place that he can call home he wants to keep it and will do anything to keep it, he even sold out his best mate to the law. He is reserved inside and only opens up to those who truly care, once he does open up he is fiercely loyal and will do anything within his power and morals to protect them.
With his newly discovered seniority over the orphaned kids he lives with in Anarchy he has become a role model for them by keeping his shady side hidden to the best of his ability. He has a need to keep them pure and to shape them in a way that he never got to be himself so they can grow up and move away from Anarchy. Though he likes the city he does not believe it is a place for a child to grow up in. The kids therefore are his greatest weakness as he is totally dedicated to protecting and guiding them.
Sadly if his life of been nicer Noel would have made a brilliant teacher. He loves working with the kids, especially now that he is determined to keep them off the streets. Though he often steals, he uses his own money to buy them books and educational toys and games to properly educate them. Secretly he is saving up his money to put them into school.
While he has always hated his ability he is starting to love what he can do with it for his chosen profession. He describes thievery like a drug, once your hooked its tough to break free and Noel is deep in his addiction.
While he has trust issues this does not stop him from flirting with the perfect stranger. In his case there are a few lovely ladies he has met around town that he shoots a perfect grin to but would sooner trust the League of Anarchy with his life than with them. He is aware when it is wise to trust someone and when it is not, and even then he is always hiding something from someone to keep them safe.

Noel was born to a perfectly normal family in a perfectly normal home in the country. He was the youngest of two sons born to Mary and Lewis Winters, the older brother was James Winters. For the first few years he lived in ignorant bliss, as most toddlers do. He never noticed when his father would go missing, or when his mother would bandage up fresh wounds and hide bruises.
He and his brother instead frolicked on the farm loving their lifestyle. They were true country boys and by his fifth birthday he was a natural horse rider. He loved playing for hours with his brother in the hay shed shooting each other with fake guns. This was when he stood up for himself and would fight with all his might for what was right.
However the years had been going badly for the family. Though Noel never noticed, James worried about his mother and would often sleep in her room on the days that their father would go missing. Sometimes James would even return with fresh bruises and a haunted angry look in his eyes that frightened Noel.
It wasn't long after this that money gotten so hard that they had to sell the family home and move into the city.
In the enclosed atmosphere of the city Noel became increasingly more aware of the situation. His mother was always sad and would often cry at night, his father always slept away from her and seemed angry and afraid all the time. James had changed the most, from a cheerful and supportive big brother to something dark and hateful. He would often spend hours sitting with his books glaring at their father.
When James disappeared Noel was six. His mother sobbed and never gave an answer to where James had gone, Noel blamed his father, this was the first stages of hatred he began to feel for his father.
By his tenth birthday Noel began to rebel. His powers had not emerged yet so he lived in oblivious bliss. He started stealing from the local stores and quickly discovered that he was bad at it. Things were going bad at home so Noel turning into a thief was a tipping point for his raging father. That night he was beaten so badly that he could barely move for a week, his mother did little to help during the ordeal other than tend to his wounds.
Three more time this happened, once for striking his father something he had never done before. He learned that conflict was something to avoid and after that he stopped the stealing and huddled away with his mother and his brothers books.
It was around his thirteenth birthday when he discovered his powers and his life took a final turn for the worst. It started with an argument between his mother and his father over cake. They barely had enough money to buy groceries let alone gifts or even cake but Noel's mother insisted. He sensed it before he heard her screams and rushed to the kitchen where his father stood punching his mother over and over again.
With a yell Noel came to protect her catching his fathers fist in defiance and triggering his own powers. His skin ripped and he seemed to grow and suddenly he was standing at eye height with his father who had gone as pale as a sheet.
"What have I done?" his father would say, the only words he remembered from his father.
After that he felt intense pain as the power stopped and his skin peeled away like paper. Printed on the paper like skin was an image of his fathers own face, this was when he realized he had a superpower to mimic the appearance of others.
The screaming and shouting hadn't gone unnoticed and another visitor climbed through the window armed with pointed claws and sharp teeth. It was his brother James, he too had a special power, an ability to partially shift his features to resemble an animal of choice.
The happy reunion was short lived however as a gun shot rang out and James moved like lightning to cover his younger brother, his body jerking as the bullets pierced him. His mother gave out a feral scream and in a flurry of movement and gun shots she too fell down dead. Finally his father pointed the gun at Noel shaking in terror, Noel ran but not before being hit in the abdomen by his fathers bullet.
The truth was his father had a super power he could not control, he would turn into a beast when under stress so he was always afraid. He passed this gene to James who inherited a more controllable version of the power and to Noel who could shape shift at will. The knowledge that his sons were just like him had driven Lewis mad.
Noel was put into state care, he became a part of five families over six years, each one disowning him after discovering either his powers or his addiction to thievery. By the sixth he decided he was over being tossed around and ran away to Anarchy. A place where he could be who he wanted to be and leave all the nightmares behind.
He became a notorious thief fighting at first to feed himself and then his group of street orphans he picked up along the way. Together with the only two orphans his age who also knew about his powers he created a sanctuary for all orphans and run aways in Anarchy. They called themselves the Rats, because that was what people shouted as they bolted with their stolen goods. At first while the kids were still pretty young they stuck to petty thievery, however as they grew older they started to set the bar a little higher.
However betrayal was in the air and with one bad decision his empire was nearly torn down. Over half of the kids were thrown into juvenile prison, Noal and his mates were hunted by the league and their home was discovered, all because they stole the leagues property. The deal had come from a contact close to Barron (one of the two kids who knew of Noels powers).
Noel would later discover that Barron was constantly stealing from the league. After a bad run in with a few of the higher ranking members Noel was captured by the league and brought before their leader. He was informed on Barrons activities and given a choice, go to jail or join their ranks and hand over Barron.
Noel chose the hardest option that to date he still regrets. He led Barron down into the sewers where he was taken by a group and was beaten to a pulp. He watched, taking in every scream as punishment.
When he returned he gathered a new group of kids setting up in the local orphanage. He does not let the kids steal and tells them off when they do. He does big jobs to pay for the rent splitting half with the league to keep them happy. He is loyal to these kids only and will freely use his power to protect them.
Powers/ skills
name: paper skin (shape shifting)
description: Noel can turn into any person he chooses taking on their image, clothes and all. His power does not cover for their voice however, so me must avoid talking at all while undercover. He can remove the disguise by ripping it away, the disguise comes off like paper.
This is not an offensive power, the paper skin will rip of he is hit with enough force. He does not have to touch the person, he only has to look at them to use their image. He prefers to knock out the person before turning into them to keep them from disrupting the heist.
Using his power also requires a great amount of research, if he needs to do specific gestures, if he needs to get a voice recording device and the degree of trained security for each gig. He does not commit to a job without knowing everything about it.
Generally the power is strong for deception. As long as he is well researched he can pull off copying a person (apart from verbally) perfectly.
It's major weakness is offence, though he does know some basic martial arts he is mostly a side liner when it comes to attack. He is quite talented at parkour, something he uses quite often of escape.
